ASHSHASH: FOR MEN AND WOMEN WHO HAVE ESCAPED TRAFFICKING

Introduction

The project “ASHSHASH: For Men and Women Who Have Escaped Trafficking” works in partnership with public and private sector service providers to deliver counselling, legal services, and economic empowerment support to men and women who have escaped trafficking. The 3 years project was funded by the Swiss Development Agency and Implemented by Winrock International. Women face various kinds of vulnerabilities as far as migration process is concerned. In many cases, women do not take the decision by themselves. Someone from the family or perhaps relatives influence them to take decision. In many cases, whoever influences for migration decision has a close link with the dalal to process their migration and documentation.

Men and women who have escaped trafficking improve their social and economic well-being by using services for reintegration by the following activities:

Community counselling sessions

About 30 Community Counselling Sessions were organized being attended by 535 women and 317 men. Main message was that no one should backbite trafficking survivors instead help them mentally and socially. Community people freely shared their problems and received data about trafficking and other services from the District DEMO office. They have decided that they will contact government officials in the future when they want to go abroad.

Workshop on district-level service directory update

Three workshops were jointly organized by CWCS and Agrogoti Sangstha on district-level service directory updating with service providers’ organizations at PTRC-Satkhira being attended by government officers and NGO officials.

Coordination meetings with service providers

Three coordination  meetings were jointly organized by CWCS and Agrogoti Sangstha with service providers’ organizations at PTRC-Satkhira. The main discussion issue in the meetings were the conception of providing various employment opportunities to the helpless survivors. The meetings were attended by 102 participants from government departments and NGOs.

Life skills training

About 224 survivors were provided life skills training to increase the mental confidence of the survivors to take the primary decisions regarding their employment.

Bi-monthly coordination meetings

Seven Bi-monthly Coordination Meetings were organized with Counter Trafficking in Persons (CTIP) Activists at Kalaroa upazila being participated by 115 participants including CTIP committee Chairman, Secretary and members, journalist, and school teacher. The committee discussed on re-arrangement, Covid-19 vaccination, Role Play of Mid-Term Evaluation, participants selection for cultural program training, implement the personal workplan, and develop the reporting process are the main discussion points in the meeting.

CTIP Convention at district level

Three district level CTIP Convention were organized at being attended by 37 participants including Upazila Nirbahi Officer (UNO), Principal of TTC, Deputy Director of DEMO, CTIP committee Chairman, Secretary and members and journalists.

CTIP Refresher Training

Three CTIP Refresher Training were organized with 56 CTIP Activists where issues such as concept of human trafficking, legal provisions related to trafficking, safe migration, networking and advocacy strategies to be followed, facilitation skills development, leadership, communication skill development etc.

Union Parishad CTC Dialogue meetings

About 18 Union Parishad CTC Dialogue Meetings were organized at Jugikhali, Koyla, Deara, Joynagar and Jalalabad unions under Kalaroa upazila being attended by 480 participants namely Union Parishad Chairman and members, and Counter Trafficking Committee (CTC) members.

School/madrasah/college sessions

About 11 school/madrasah/college students from Jugikhali, Koyla, Deara, Joynagar, and Jalalabad unions at Kalaroa upazila. Awareness was created among 1,649 students. Others who attended the session were: Upazila Parishad Chairman, Head Teacher, and Officer-in-Charge of Police Station and elite persons.

Community awareness session (pot/puppet shows)

About 20 Community Awareness Sessions through pot/puppet shows were organized in Jugikhali, Koyla, Deara, Joynagar, and Jalalabad unions under Kalaroa upazila. About 31,947 people attended the awareness sessions at the community level. These day-long activities were also attended by Women Affairs Officer, Upazila Parishad Chairman, Officer In-charge (OC) of Police Sub-Station and elite persons.

Interactive sessions organized with youths and CBOs

About 10 Interactive sessions were organized with youths and Community Based Organizations (CBOs) in Jugikhali, Koyla, Deara, Joynagar and Jalalabad Union Parishads. These sessions were attended by 405 participants including Union Parishad Chairmen and members, journalists and youths.

District Level Consultation meeting with Counter Trafficking Committee (CTC)

Two district level consultation meetings were organized with CTC members on Trafficking in Persons (TIP) and safe migration issues which were attended by 58 participants.

Dialogues with law enforcing agencies and media personnel

Five dialogues with Law enforcing Agencies and media personnel were organized on Trafficking in Persons (TIP) and safe migration issues which were attended by 111 participants.

Awareness-raising events at the educational institute on TIP and safe migration issues

Ten awareness-raising events were organized at the educational institutes on Trafficking in Persons (TIP) and safe migration issues at the school level. About 1,187 people attended these awareness-raising events including UP Chairman, Head teacher and elite persons.

Coordination meetings with Social Protection Partner (SPP) & Technical Service Provider (TSP)

Twelve Social Protection Partner (SPP) and Technical Service Provider (TSP) Coordination meetings were attended by CWCS. They discussed on needs assessment process, sharing the database list, and the required arrangements. 

Celebration of International Days

International Women’s Day observation

On 8 March, three International Women’s Day was observed during the project period with officials of Upazila Women Affairs and chairman, members and others of Deara Union Parishad. Awareness was created among 2,092 people through discussion sessions, tea stall visits, door-to-door visits and miking. The day-long activity was attended by Upazila Nirbahi Officer (UNO), Upazila Women Affairs Officer, Chairman of Union Parishad, Officer-in-Charge of Police Station and journalists.

Celebration of World Day against Trafficking in Persons

On 30 July, three World Day against Trafficking in Persons were celebrated during the project period. About 28,525 community people participated in these celebrations. Awareness had been created against human trafficking and on safe migration.

International Migrants Day observation

On 18 December, three International Migrants Day were jointly organized by Agrogoti Sangstha and CWCS during the project period. The day-long program was organized with the DEMO office Satkhira district and about 3,769 community people participated in a rally and discussion sessions. It was also attended by Additional Deputy Commissioner, Officer-in-Charge of police station and journalists.

Rescue, Repatriation and essential services

to victims of trafficking in persons IN BANGLADESH

(July 2018 - July 2020)

Introduction

The project was initiated in July 2018 with the financial assistance of United Nations Voluntary Trust Fund, Vienna, Austria for 2 years’ duration till July 2020. The main goal of the project is to assist victims of trafficking in persons.

Main objectives are to provide essential direct services and assistance to 200 targeted victims of trafficking in persons including rescue; repatriation; healthcare; psychosocial counseling; shelter, food, clothing, recreation; legal aid; family integration, skills training and job placement.

Major activities were to rescue and repatriation of victims; provide shelter, psycho-social counseling; healthcare services including medical tests, treatment and medicines; family integration; legal aid, skills training and job placement of trafficked victims.

Main achievements: 203 victims of trafficking in persons were assisted

Project activities

One Coordination Meeting with the Rescue, Recovery, Repatriation and Reintegration (RRRI) Taskforce

The Coordination Meeting with Rescue, Recovery, Repatriation and Reintegration (RRRI) Taskforce for smooth repatriation of victims of cross-border trafficking was organized  during the 59th RRRI Taskforce Meeting from 11:00 am–1:00 pm on 22 May 2019 at the Ministry of Home Affairs, GoB. The meeting was attended by about 16 members of the RRRI Taskforce that included officials from the office of the Attorney General, Ministry of Home Affairs, Ministry of Women and Children Affairs, Ministry Foreign Affairs, Ministry of Social Welfare, Border Guard Bangladesh, Special Branch of Police, Officials from Police Headquarters, UN Agencies, INGO and NGOs. Mr. Abu Bakr Siddique, Additional Secretary was the Chair and Ms. Jinnat Ara, Joint Secretary, Public Security Division, Ministry of Home Affairs was the facilitator of the meeting. Prof. Ishrat Shamim, President of CWCS made a presentation on the objective and activities of the project supported by UNVTF, UNODC.

Visit to NGO shelter homes in Kolkata

The visit was not undertaken because CWCS had developed a good relationship with an international organization named Justice and Care who has expedite the repatriation process of victims from India in bringing them to Bangladesh as they are also working with NGOs in India. In the meantime, Justice and Care organized a meeting at Dhaka where we met the Indian NGOs who are members of the Indian RRRI Taskforce and we shared our project activities. Moreover, we did not have any funds to bring victims from India. Therefore, we felt that the aim of the visit was achieved by meeting all the Indian NGOs at Dhaka instead of going to India.         

One district level Coordination Meeting with the Counter Trafficking Committees (CTCs) at Satkhira

One district level Coordination Meeting was organized for networking and coordinating with local administration and Counter Trafficking Committee (CTC) at Satkhira. The district level Coordination Meeting was organized on 16 April 2019 from 11:30 am – 1:30 pm at the Deputy Commissioner’s Conference Room, Satkhira. The meeting was chair by the Additional District Magistrate who is also the Executive Member of the District Counter Trafficking Committee and facilitated by the Assistant Commissioner of Satkhira district. About 27 participants from different government departments such as Department of Women Affairs, Department of Passport and Immigration, Department of Youth Development, Department of Narcotics Control Office, District Information Office,. Additional Superintendent of Police, Court Inspector of Bangladesh Police, Official of Local Police Station, Upazila Nirbahi Officer (UNO), Public Prosecutors, Ansar/ VDP, Journalists, Teachers, representatives from BAR Council, INGOs and NGOs attended the meeting. Md. Azad, Senior Coordinator of  CWCS made a presentation on the context, objectives, activities of the project entitled ‘Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh’ supported by UNVTF, UNODC. Project Coordinator Md. Nazrul Islam and Liaison Officer Md. Ruhul Amin of CWCS were present during the meeting and provided logistics supports. 

Seven Upazila level Coordination Meetings with Counter Trafficking Committees (CTC) at Satkhira

Seven Upazila level Coordination Meetings with Counter Trafficking Committees (CTCs) were organized to identify, rescue, refer and integrate victims by concerted efforts of its members. Given below short narrative of the meetings:

The Upazila Level Coordination Meeting at Kalaroa upazila was organized on 14 March 2019 from 12:00 am – 3:00 pm at Kalaroa Upazila Auditorium. About 31 participants that included officials from Department of Women Affairs, Upazila Social Services Department, Upazila Education Office, Upazila Agriculture Office, Bangladesh Rural Development Board, Upazila Food Office, Upazila Livestock Office, Upazila Co-Operative Office, Debhata Press Club, members of Union Parishad and NGOs attended the Coordination Meeting. The Meeting was chaired by the Upazila Nirbahi Officer (UNO). Project Coordinator of CWCS, Md. Nazrul Islam made a presentation on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. Liaison Officer Md. Ruhul Amin was also present and provided logistics supports. There was an open discussion session on the future plans of collaboration after the opening session. They also expressed their willingness to provide support to the victims and the project.

About 37 participants that included officials from Department of Women Affairs, Upazila Health & Family Planning Office, Upazila Education Office, Upazila Agriculture Office, Upazila Food Office, Upazila Livestock Office, Debhata Press Club, Principal of local College, Head Teachers of schools, members of Union Parishad and NGOs attended the Coordination Meeting. The Meeting was chaired by the Upazila Nirbahi Officer (UNO). Vice-Chairman of Upazila Parishad was also present during the meeting. Project Coordinator of CWCS, Md. Nazrul Islam made a presentation on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. Liaison Officer Md. Ruhul Amin was also present and provided logistics supports. There was an open discussion session on the progress of activities related to trafficking in persons in the upazila and future plans. Participants appreciated the project and expressed their willingness to provide their utmost support. 

The Upazila Level Coordination Meeting at Sadar Upazila was organized on 30 June 2019 from 11:00 am. – 1:30 pm. at Satkhira Sadar Upazila Parishad Conference Room, Satkhira. The meeting was presided over by the Member Secretary of the Upazila Counter Trafficking Committee (CTC) while Upazila Woman Vice-Chairman was present as the Special Guest. About 30 participants that included officials from Counter Trafficking Committee (CTC), Upazila Education Office, Upazila Agriculture Office, journalists, members of the Upazila Parishad and NGOs attended the Coordination Meeting.

Project Coordinator of CWCS, Md. Nazrul Islam made a presentation in Bangla on the context, objectives and activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. Participants appreciated the activities being undertaken in Satkhira and expressed their willingness to cooperate with CWCS in implementing the activities.

The Upazila Level Coordination Meeting at Assasuni upazila was organized on 13 January 2020 from 10:00 am–1:30 pm at Assasuni Upazila Parishad Auditorium. About 37 participants that included officials from Department of Women Affairs, Upazila Health& Family Planning Office, Upazila Agriculture Office, Department of Youth Development Office, Upazila Social Services Department, Upazila Development Centre, Bangladesh Police, Upazila Education Office, Upazila Polli Daridro Bimochan Foundation, Assasuni Press Club, Upazila Freedom Fighter Office, Lecturer of Assasuni Government College, Head Teacher of Assasuni Government High School, Head Teachers of local girl‘s high school, Assistant Teachers of local high school, members of Union Parishad and NGOs attended the Coordination meeting.

The meeting was chaired by the Upazila Nirbahi Officer (UNO). Project Coordinator of CWCS, Md. Nazrul Islam made a presentation on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. About 35 participants that included officials from Department of Women Affairs, Department of Youth Development Office, Upazila Agriculture Office, Upazila Education Office, Bangladesh Rural Development Board, Upazila Ansar/VDP Office, Vice-Chairman Upazila Parishad, Tala Press Club, Upazila Freedom Fighter Office, members of Union Parishad and Local NGOs attended the Coordination meeting.

The meeting was chaired by the Upazila Nirbahi Officer (UNO). Vice-Chairman of Upazila Parishad was also present during the meeting. Project Coordinator of CWCS, Md. Nazrul Islam made a presentation on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. About 35 participants that included officials from Assistant Commissioner of Shyamnagar Upazila, Upazila Chairman and Vice-Chairman, men and women members of Shyamnagar Upazila Parishad, Upazila Health and Family Planning Office, Upazila Agriculture Office, Bangladesh Police, Department of Women Affairs, Department of Social Services Office, Upazila Education Office, Assistant Professor of Shyamnagar Government College, Head Teacher of Government High School, Head Teachers and Assistant Teachers of Shyamnagar local high school, Shyamnagar Press Club, religious leader of Shyamnagar Sadar Masjid (mosque), members of Union Parishad and local NGOs attended the Coordination meeting.

The meeting was chaired by the Upazila Nirbahi Officer (UNO). Project Coordinator of CWCS, Md. Nazrul Islam made a presentation on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. The meeting was presided over by the Member Secretary of the Upazila Counter Trafficking Committee (CTC) while Upazila Social Services Officer was present as the Chief Guest. About 39 participants that included officials from Upazila Health and Family Planning Office, Upazila Social Services Office, Upazila Livestock Office, Agriculture Office, Department of Youth Development Office, Department of Women Affairs Office, Upazila Ansar/VDP Office, Bangladesh Rural Development Board, President and General Secretary of Kaliganj Press Club, Assistant Professor of Ahsanullah Government College, Head Teacher of Government Primary School, Head Teacher and Assistant Teachers of local high school, religious leader of Kaliganj Jame Masjid (central mosque), Marriage Register of Upazila Marriage Register Office, Upazila Freedom Fighter Office, members of Union Parishad and local NGOs attended the Coordination meeting.

Project Coordinator of CWCS, Md. Nazrul Islam made a presentation in Bangla on the context, objectives, activities of the project entitled Rescue, Repatriation and Essential Services to Victims of Trafficking in Persons in Bangladesh supported by UNVTF, UNODC. Participants appreciated the project activities and expressed their willingness to cooperate in implementing the activities of the project.

Rescue and repatriation of victims

About 203 victims of Trafficking in Persons were rescued, repatriated including those who had fled from neighboring country India by themselves or with help of community people during the COVID-19 pandemic. Among them, 34 women, 3 men, 21 girls and one boy were rescued from various places or bordering areas of Satkhira with the support of Counter Trafficking Committee (CTC) members, local community, local NGOs, Community Watch Committee (CWC) members and law enforcing agencies. On the other hand, 46 women, 26 men, 24 girls and 22 boys were rescued in India and repatriated with the support of an international organization named Justice and Care Bangladesh. Moreover, during the COVID-19 situation, about 8 women, 11 men and 7 girls crossed over the border with the help of Indian Border Security Force (BSF) as well as community people and came back to Bangladesh.

Upgrading the existing transit shelter home for men and boy victims

The existing transit shelter home of CWCS for women and girl victims and the new home for men and boys were upgraded to provide shelter to 12 women, men, girls and boy victims. 

Shelter supports to victims

About 177 victims were provided shelter support which included accommodation, food, clothing, recreation facilities and short stay from one day to 15 days duration depending on type of healthcare services, counselling, contacts with family members, legal procedures to be completed etc. However, during the COVID-19 pandemic, the district administration of Satkhira restricted people’s movement from end of March till July 2020 when the shelter could not provide any support to the victims although we received calls from victim’s families who were in need of food and other services. The remaining 26 victims who returned from India during April-July 2020 were in home quarantine and could not make any contact with other community people. In such circumstances, we figured out a new strategy to provide them support as far as possible. First, we identified the victims living in home quarantine, then the Psychosocial Counselor tried to provide psycho-social counselling through mobile phone. We provided immediate support namely one week food packages, essential medicines, clothing, in addition to sanitizers, hand wash, face masks for self-protection from COVID-19 infection.

Case management records of victims

Case management records of 203 victims were maintained according to the format being provided in the government formulated Rules of The Prevention and Suppression of Human Trafficking Act 2012 which included personal information, family background, education, vulnerability factors, mode of procurement, means of rescue and repatriation, physical and mental health consequences and legal measures being taken.

Psycho-social counseling to victims

About 198 victims which included 88 women, 40 men, 51 girls and 19 boys were provided psycho-social counseling. However, 5 victims were very young child (ages 2-5 years) were not provided counseling as they will not be able to understand the issue. Among the 198 victims, about 26 victims (8 women, 7 girls and 11 men) who came during the COVID-19 pandemic from India were provided counselling through telecommunication because of COVID-19 lockdown.

Counseling to parents

Counseling were provided to 63 parents of child victims (parents of 41 girls and 22 boys) so that parents or guardians can help the child victims to recover from the trauma. However, 7 parents of girl child victims could not be approached as such counseling could not be provided because of COVID-19 lockdown.

Healthcare services for victims

About 177 victims were provided healthcare services from the government hospital at Satkhira. Amongst them, 137 victims had to undergo medical tests while 66 victims were examined by the doctor but they did not need any medical tests. However, medicines were prescribed to the 26 victims who were in home quarantine by the village doctor and according essential medicines were provided to them.

Family integration of women and child victims

About 155 victims who have recovered from physical injuries and mental trauma were safely escorted to their homes by shelter staff of CWCS which included 86 women, 46 girls and 23 boy victims. Family integration services were not required for men victims as they could go back on their own. However, some women and child victims were transferred to other shelter homes as their parents were reluctant to receive them and for some, their address were not found. In this regard, one woman and one girl victim were sent to government shelter home at Bagerhat according to court directive and 5 girls and one woman victims were sent to Dhaka Ahsania Mission shelter home in Jashore. On the other hand, during COVID-19 lockdown, 26 victims received support at their homes and were already reintegrated in their families. 

Legal assistance to victims

About 28 victims (12 women, 10 girls, 2 men and 4 boys) lodged FIR against their perpetrators to the various police stations in Satkhira district were referred to the Public Prosecutor’s Office to avail services from the Government Legal Aid Program. Victims received local travel expenses to go to police stations, office of the Public Prosecutor and court. Moreover, 135 victims (75 women, 30 girls, 14 boys and 16 men) registered General Diaries (GDs) with various police stations of Satkhira district. 

Eligibility assessment for victims

Eligibility Assessment was conducted of 171 victims (80 women, 29 men, 43 girls and 19 boys) rescued and repatriated to determine their skills and nature of preferred employment. Finally 20 women victims were selected for job placement at garment factory in Dhaka, 20 girls for duck rearing training and received ducks while 23 men were provided various employment in Satkhira district.

Twenty girl victims were provided 3 days livestock training on duck rearing and each of them were provided 20 ducks along with the required fodder and veterinary medicines. 

Three months skills training to 10 boy victims on livestock, agriculture and fisheries and loan money will be provided from the Department of Youth Development

Parents of boy victims were more interested to take back their boys home and were reluctant to even send them for skill training. It was observed that distance of their homes from the training centre of Department of Youth Development was one of the factors for their reluctance. Moreover, they had to bear the expenses of admission fee, monthly fee, food and lodging which were not affordable.

However, 6 boy victims went back to their schools, 2 boys went to the cow farms to earn a living and 3 boy victims went to work as day laborers in the agriculture field in Satkhira and other districts.

Job placement of 20 women victims in garment industry in Dhaka

About 20 women victims were provided job placement in a garment industry at Dhaka. They were provided bed, beddings, mosquito-net, clothing. They were also provided food allowance and accommodation cost for the first month.

Job placement of 20 men victims

About 23 men victims were provided jobs in various employment. Among them, 4 men as electricians, 6 men as wall painter, 2 men as bicycle maker, 3 men as masons, 3 men in grocery shop, and 5 men were placed in fish farming at Satkhira district.
